If both cards are same models then dual graphics cards would be better. Unless you play on 2560×1600 resolution with AA and AF when extra video memory kicks in.
When you have two 1gb cards together in Crossfire the computer will only recognise 1gb, as the memory is not shared between the two (if it was shared it would slow it down enormously), so a single 2gb card would be better. All other things being equal a single card will also use less power and generate less heat.

GB has almost nothing to do with video card performance, you need to look at the model like 69xx or 4xxx and look up benchmarks.
